With the unit changes in Civ5 I thought a little also about how wars build up in our world. In Civilization up until now it was always basically a totally unforseeable action, especially for the AI. The human player could be pretty sure that a Friendly civ didn't attempt an attack. In reality however, I doubt the number of surprise attacks is as high as in Civilization.

Also in democracies declaring war is never an easy thing. The people in many ways also have to support this given their sentiment towards the other nation. In Civilization 4 two totally friendly civs, there's no prevention that they declare war against each other.

To me it seems plausible that the relationship would need to cool down before a war can be opened. Or there could be a severe disadvantage when performing a sneak attack.

But i agree: Sneak attacks on friendly civs should give a disadvantage. The current civ4 system does not do a good job at this point.
 
I think it would make sense to have an additional war weariness penalty for fighting a friendly civ, but I don't think you should reduce the frequency with which the AI makes these sneak attacks. I think that's part of the fun of the game, that you can't just give everyone gifts and be safe, you have to keep alert and watch that you don't become an easy target.
 
This is why I think there should be a stability value in Civ.
