I'm confused to what exactly this does?

Is it supposed to increase build time for melee units, making level cheaper?

When I play as China, it appears to do neither, so I'm confused as to what benefit I get exactly while playing China.

Ye get 0.5 hammers more per hammer (50% more) when building melee/gunpowder units. Effectively, like Úmarth said, their production cost is 2/3 the normal.

Not *quite*, but close. Python rounds down, so you'll be going from 11 to 16 rather than to 16.5. This can result in one more turn in certain scenarios.

It doesn't come up that often but it may impact things in a long run of building troops. :p

Is that so? Silly integers and their truncating. The programmers should have used floats.

To remedy this, all hammer, commerce, and food values should be multiplied by 1000 so that the lost value from multipliers will be too little for anyone to care about.
