Here are some proposals, the omitted cities will not finish current builds over a 10 turn TC:

Kassite: Switch from University to Factory.
New Giruvegan: Continue Shale Plant, then Jail, then a Bank.
Mari: Factory.

lurker's comment: Have you considered a national park in New Girvuegan? Its just about the only city on the continent with some forest left and it may take care of some of that unhealthiness besides.

lurker's comment: Ahh, is that why it was called Harker Park? HP has 5 forests and NG has 4, but mostly its that HP, being a new city, has so many other builds and low production. NG could cancel the hospital build and make the national park in 4 turns. Health would go from -5 to +12 right away but those forest preserves will take a little while. When you do get the free specialists NG at least has the buildings that allow them, where as HP would still need to build courthouse, forge, grocer, theater, library, temple or whatever (after all we won't be in caste system forever, I hope).

Thats right, HP will not have a health problem in the near future as its builds will bring it into the Modern Age, at which point Power Plants will cost little to no health points and other buildings offer increased health. NG is suffering from Industrial Age uncleanliness NOW, whereas HP will probably not have this issue as it will attain Industrialization in the late Industrial Age early Modern Age.

I support a National Park in NG over HP.
