Why not use Tundra Islands? It would make more sense to have Tundra Islands in the North Sea then it would to have Desert Islands

ah yeah, forgot tundra allows oil too

maybe, you could put one or two tundra squares near mountains, because its always cold. Or just get rid of oil all together.
