Are you sure that Temel belongs to Cloeasia? I'd have it as a Sommlending city.
And didn't Kalte belong to Sommerlund?
Yeah, I'm pretty certain Temel belongs to Cloeasia. The borders of Cloeasia seems to be somewhat disputed among the Lone Wolf fans. For instance, there are those who think Kuchek belongs to Cloeasia. In that case, I wonder how they solved the puzzle in book 5, where the answer to how many cities there are in Vassagonia should be 7? I guess it may have something to do with Kuchek not having a flag on top. The maps can sometimes be confusing, as in the case with Foamfork/Tsor. Another example is Bavari in southern Vassagonia which belongs to Vassagonia obviously, and yet according to the political map in the Magnamund Companion it belongs to Dessi. Things get even more confusing as the town of Gologo looks like a traditional Vassagonian town while it belongs to Dessi. Fortunately, book 21 straightens out any confusion. Gologo belongs to Dessi, and Bavari to Vassagonia.
Kalte belongs to Kalte. When I first played the books in the eighties I thought that Ragadorn and Ljuk belonged to Sommerlund, or at least were Sommerlund's vassals (I was fooled by the colour of the flags on top of the cities).
The reason I "gave" Kalte and Ragadorn to Durenor is because Sommerlund already have so many cities. Besides, both countries are very Scandinavian-like (Holmgard, Hammerdal), and considering many names in Kalte that sounds Scandinavian (Halle, Myjavik, Hrod, Ljuk) I decided to give it to Durenor. If I remember correctly there was also an icebarbarian invasion of Durenor that Lord-lieutenant Rhygar managed to repell. So Kalte and Durenor has a connection (even if it's a very hostile one).
Durenor, Dessi and Bor were the civilizations I had most trouble finding names for. Bor was especially hard, so I decided to cheat, and just add a few random names from southern Magnamund. I hope it's allright with you.
But they start on a invisible impassable mountain, so they'll be impossible to destroy.
