We must kindly decline your offer to house refugees, since we are quite sure a number of VLF members would simply take that as a way to escape scrutiny here and foment insurrection against us abroad. Also they are not refugees, as you call them, since that would imply that we are at war with our own people, rather than trying to flush out the dastardly VLF, which has destroyed the food being sent to the very people they wish to turn against us. As for "screening" people, it would cost us an exuberant amount of money and a lot of personnel and time to screen these people, with little reward for ourselves, while you sit back and reap the benefit of being a "humanitarian", while this exportation would probably be used as propaganda against us and be compared to the dealings with Mexican rebels, which we do not want. We will also not allow Vietnamese, or any Afro-Asian, ships to port in Venezuela, regardless of their manifested cargo, as we are positive that they would be utilized to smuggle arms and money to the aforementioned rebel scum.
