@propagandist, France has low IC because they just had a civil war, have lost some of their colonies, and are barely staying alive economically. Dissent does not technically decrease IC.

Germany would like Serbia and Bulgaria to wait until jumping to conclusions. Russia did make an agreement to stregthen the Slavs within the Balkan region to help with the regional instability.

Germany believes Russia has good intentions and would like the Bulgarian and Serbian governments not make any rash jumps to the Tehran Pact. Our country values the relationship with the Slavic people and wishes only for it to grow stronger not weaker.
