Theater/Colosseum question

they say +1 every 10% (20%) culture rate, but I've never seen the additional benefit, did I miss something here?

If your culture slider is set to 0%, then nothing will happen.

On that note, does anybody know if the culture slider has any effect if there are no theatres/colosseums in any of your cities? Is it like the lux slider in Civ III?

In that case all it would do is increase the cultural output of the city.
