this isnt the same old civ3 wont start question

I am running windows 7 and i cannot get civ3 to run for life of me.
every single thing i read on the internet says all i need to do is changing the compatibility mode on the exe file. and run as admin. THIS WONT WORK FOR ME. Ive even messed with ini file. still nothing. Im ready to punch a hole in the wall.

Does ANYONE know what i should do?
 
Where did you install Civ3 to? If you have UAC on, that can cause you to throw laptops out the window if you install Civ3 to the default location in C:\Program Files (or C:\Program Files (x86)). I highly recommend installing Civ3 to somewhere that is not C:\Program Files if you wish to leave UAC on. UAC and the related technologies introduced in Vista often cause problems with Civ3 modding and (probably more crucially) save files. Back before I understood all that, the issues I had with Civ3 and Vista was a significant factor in my decision to go back to XP.

Although the game should still start. If you're experiencing weirdness with save files and the game running once it starts, try re-installing to, say, C:\Civilization III. If it won't start at all, you probably have another, perhaps more difficult, issue.
