What if CotD was founded with awaken the ancients and the player who found it (or has the holycity) would have a chance of getting the dragon (gold or black) relative to the cities with the cult. The cult could also be available as state religion and you could get the dragon only if you accept its worshippers, but you need the holycity to get it. Kuriotates could have a chance of getting Eura VERY early in the game if they spread CotD quickly, making getting rid of the cult more important.
