Tile recommendations not working properly

I remember playing civ 5 a long time ago and tile recommendations were shown everyone. Now with my workers, it barely shows any tile improvements even when it's very necesary (eg: to capture a resource). Sometimes the tile recommendation icon doesn't show up until I start manually building it.
