donsigw: by our treaty we will have to move the pike if they place a city where they are now
donsigw: the last gem tile is two tiles from Fort C. so it would be within that city's expanded borders

donsigw: got only one worker there but can get two more there next turn
donsigw: got three pikes and five immortals on the hill
