Too many cities

I took rather a liking to the strategy of surrounding my 'friends' cities with hundreds upon hundreds of my own, so that when the inevitable war was declared, I had an immediate source of manpower linked directly to their entire civilisation by railways, and almost everybody I picked on fell in one turn, even if they declared war on me and were 'a member of the nuclear club.' Unfortunately, after 400 cities or so, the game decides that there are 'too many cities' and won't let you build any more right away, and only one a turn afterwards. Why?
 
A program limit. The actual number is 256 - 16x16, a simple number for programmers. That's the cap, there isn't anything you can do about it, as far as I know.
 
I seem to remember that the limit is mentioned to many times in the code so it would be very time consuming to change the city limit.
 
somebody at apolyton has been working on a patch for that very problem, i think the thread is in the civ2 scenario design forum.
