I changed everything like TheNamelessOne wrote in his manual.
I added the extra Terrain at the @COSMIC2 parameter as followed:
NumberOfTerrainTypes, 14
I also changed the parameters at @TERRAIN and @TERRAIN1 as followed:
Tobacco Field, 1,2, 0,1,0, no, 0, 0, 0, no, 0, 0, 0, Pln, no, ; Bbb
Cotton Field, 1,2, 4,1,6, no, 0, 0, 0, no, 0, 0, 0, Grs, no, ; Ccc
Sugar Field, 2,3, 0,0,3, no, 0, 0, 0, no, 0, 0, 0, Pln, no, ; Ddd
Military Camp, 2,3, 0,0,3, no, 0, 0, 0, no, 0, 0, 0, Pln, no, ; Eee
Tobacco Plantage, 1,2, 0,2,0,
Cotton Plantage, 1,2, 0,0,6,
Sugar Plantage, 1,3, 0,2,6,
Headquarter, 1,3, 0,2,6,
And I also added the extra graphics in the bitmap file immediatelly behind the ocean fields.
Unfortunatelly it doesn´t work. Currently I´m using patch 0.13 of ToTPP.
