Tourism bonus from Diplomat

It seems like the tourism influence bonus from using a Diplomat is not working? I get the open borders and trade route bonus, but the diplomat seems to do nothing.

Is there a modern era requirement or something for this to work?

Doesn't diplomat tourism require you to have different ideology than the civilization you send your diplomat?
