Town connected for a treasure fleet even though no fishing quay on mainland.

Had a town on main continent that was nowhere near the rest of my settlements as it was gifted to me in a peace deal and it didnt have a fishing quay. Much later i had another town gifted to me on an island that contained treasure resources but did have a fishing quay. Game told me they were connected. I ended up adding a quay just in case but wish i'd waited to see if a treasure ship showed up or not and if so where i could send it.
