At first, AI isn't interested:

Then I ask what would it take, the AI add some gold to the deal but still isn't interested:

AI accept if I add 1 gold to my side:

This is actually an old issue, there's several situations where you can do this kind of thing or that the way the AI behave when you ask what would it take doesn't make any sense. AI doesn't want a deal, you ask what would it take and the AI want to give you more stuff instead of less but still won't accept the deal. You add something to your side of the deal, now the AI wants it.

More examples where I got considerably more gold/luxury. Also so far they didn't reject any deal involving joining a war, I'm getting any joint war I want. Initially they reject like I said before but just ask what it would take and they add gold on their side or you can do it yourself before asking what would it take, then add 1 gold on your side and it's done. Seems like I can get as much allies as I want in my wars and be rewarded for that.
