Trading Resources

In the Warlords diplomacy screen, why does the other civ not list all of his or her resources? Back in the vanilla game, you could see everything that the civ had. But now, I have ~ten resources shown in my list but the other guy has nothing, or maybe just clams. If I look at the map however I can clearly see that he has furs, wheat, silver, gems, cattle, etc. I have noticed this even when playing duels, so he is not simply trading them off to another civ. If they are not willing to trade the item, then it should be shown in red, not missing from the list.

PS. Yes there is a valid trade route between capitals.

It's usually because they have only one of that resource, I think.
