Traditions Tree
From Ceremonial Burial to Future Equality, tradition is like a progress bar filling up as the cycle of generations adopts new Traditions.

Influence
Governments like Theocracies and Socialism, Technologies such as Writing and Computers and even Great People such as Muhammed and Rosa Parks can influence the speed or slow down of the Traditions Tree.

Effects
Mostly Diplomatic but branching options with different bonuses could work..

Sorry, I don't understand what it is that you're suggesting. What do Traditions actually do, and how would you make it so that that they are unique, rather than overlapping with civics, techs or government types?

I would put the tradition at a City level and effect how policies apply to each city. Establish a holy site first and get a religious tradition in a city means religious policies and governments take effect right away. Establish a Encampment first and get a military tradition and those religious policies and governments are only half as effective for 5 turns.
