I was wondering if there are any programs like th ones they have for civ 3 which allows you to make your city expand faster than normal ... or one that hurries production and hurries the learning of technologies????

not to myy knowledge, however you can speed up how fast stuff is researched/built by editing the Rules.TXT

There is also a built in cheat mode under the menu at the top called "Cheat" you can activate the mode (there is a note about how you activated the mode in the hall of fame if you beat your own scores). You can do such things in the cheat mode.
