YOu look at countries like Israel, Japan and UK, and you can see one thing they all have in common...they are small countries with a much, much better army then their nighbours...or equal.
Realistically, in a civ game, how many cities can you pop up in their territories? With Israel it would probably be only be 1, Uk maybe 3 or 4 and Japan like 5., depending on you squeeze them in.
It would be nice, if you were to give a sort of training to your army.
All it would do, is increase the amount of shields it costs...and price technially as well.
In return, you get, let's say your normal tank...plus bonuses, depending on how much you wanted to spend on it.
Another idea, was economic reforms, compare France to the UK. France is double it's size, yet they have the same GDP. (more or less).
What do you think of those ideas? =\
