Trick to getting coal?

My allies have 14 coal hooked up, but I'm not getting any. I have steam power, but is there another tech you need to be able to use coal? I don't have metallurgy. There are no wars or blockades.
 
You need coal for Factories (+50% city production). If you get a CS to allied status, it gives you all its resources, or you probably lack a trade route somewhere (correct me if I'm wrong). Or you simply forgot to improve the tile with the coal.
 
I'm getting the luxury resource from these allied city-states and they've built mines on them. Could it be the city-state, itself, doesn't have steam power, yet?
 
Had the exact same problem with aluminium. Allies had 20 units between them but I didn't get a single one even though they mined them.
I think the mechanics only checks for resources on a state change, ie. when a mine/plantation is created .. if a resource appears after the fact it isn't recognized.

AFAIK you don't need to have established a trade route to the CS to get their resources, but on the other hand it'd be easy for me to be wrong on this if CS's prioritise building ports.

Open up the CS screen, does it say they have coal resource? If not I assume it's because they don't have Steampower yet.

Not necessary. I eventually got the coal. It seems the city-state AI also has to have steam power in order to for the player to get the resource. Probably, the same is true for all the late game resources when you are so far ahead in tech.
 
Interesting. Never really occurred to me that CS are also researching techs. How is the advancement along the tech tree organized? Do they really research specific techs or do they get a tech automatically when everybody else has it?

The CS must have Steam power too.

City states have their own tech tree. It's short enough for the city states to follow the research of an average civilization. If you get really big and out-tech all your opponents, you will probably out-tech the city states too. But then again, you probably won't need their coal, oil or uranium when you are that big.

I think coal is the least populated resource. I did a few games where I had whole continents to myself and only about 3-4 popped opposed to many oil and alum. Factories in every city is always nice.
