Trieme vs Poacher

Triemes are annihilating barb poachers in my game, ver 126. In one situation my trieme could fire on 1 of 2 poachers. One is fortified in a camp on grassland, the other just sitting on a hill. The combat window says the fortified one has +5% terrain mod and +40% fortify mod for a combat strength of 2.something. The other has a terrain mod of +10% for a combat strength of 3 even. Indeed the trieme was projected to do more damage to the one in the camp than the one on the hill. Both combat windows seem to be incorrect, especially for the one in the camp.
 
Yes I noticed this with just about all boats versus land units. Except of course Siege. I had a Caravel one shot Crossbowman with 5 promotions. (Who was only able to do one damage per turn to the Caravel).

Same thing with Triremes and Bowman. One shot kills, versus only doing 1 point of damage to the Trireme.
 
It seems to be related to ranged units only. I do normal damage vs brutes and other melee.
 
I think I accidentally left work regarding the "naval penalty" promotion unfinished. The default version is a 50% strength penalty against the naval combat type. I was trying to change that to a 50% attack penalty, but accidentally left the strength penalty in place... not really sure what happened. I'll poke around and see what I can figure out how I was intending to implement this. Thank you for bringing this to my attention.

The goal is for us to counter navies with naval units, and armies with land units. We shouldn't be able to mass just one type and dominate everything. My thinking is to accomplish this with mutual land-sea and sea-land attack penalties.

Update: it appears I used "Modifier" for the promotion instead of "Attack". Modifier affects both attack and defense. I've changed this to only attack; I'm testing it now, and this fix should be in for v127. :thumbsup:
