Triremes in deep water

I was unable to shoot a dromon with a turtle ship because the dromon was in deep water.

Turtle ships are no longer range units, but they can enter shallow ocean tiles I believe. As far as why a dromon was in the ocean, beats me!

If the dromon was on an ocean tile inside their own borders, it actually works as intended. In that You can enter ocean tiles with units than can usually not enter ocean when it is within your borders.

As a turtle ship is melee and can not go onto ocean tiles, you obviously couldn't attack it.
I'm using this all the time to avoid having my embarked units being attacked by barbarian baval units.
