Triumvirate Discussion - work flow

This thread is for explanations of the process flow to get a decision made in the Triumvirate proposal.
  • Post a starting game state and decision to be made.
  • In response to each scenario, analyze what actions need to be done, by whom, and when, to get that decision made.
 
Am I to assume we're free to propose a scenario to see how we would work it?

S'pose we're the Romans and we've just recently discovered Iron Working. This opens us up to Praetorians which would be a huge help against our enemies the Inca who have recently become extremely aggressive (they actually demanded tech from us).

We know they are going to go to war with us soon for our relations our simply horrible! They are extremely close by. We have 3 cities and they have 5. We have a settler built but right now our gold income is only +1 and our treasury is sitting at around 100. Building another city would put us in the red. Our state religion is buddhism and the Inca are hindus which only makes our relations even sour right! There is iron very very close to the Incas and if we built there we could begin building Praetorians. At the moment we have 2 or 3 axemen in our capital of Rome. Not so far away is the Indians. They are on quite good terms with us for they are the same religion. However they have a city Iron connected and it is the closest of their 4 cities. What should we do? The Indians are very delicate for their cities are spread out and it is clear they have over-expanded a little too early. Warring them would be easy as pie.

- We are behind productivity wise. Both our neighbours have 4 and 5 cities whilst we only have 3 and no way to expand to 4 without incurring debts. The Ministry of the Interior along with the Triumvate need to assess what to do.

- Our economy is poor because we're only sitting at +1 gold which is stifling our expansion to more lucrative resources. The Ministry of the Interior and the Ministry of Science have to consider lowering the Science Rate in favour of increasing our income to build another city and fund the production of Praetorians.

- War in eniment but we're probably not able to get into a prolonged conflict. The Secretary of War needs to meet with his fellow Triumvate and the Cabinet to consider warring India for their Iron and crippling them or building close to an untrustworthy neighbour.

-Basically it comes down to lowering the science rate to get a second city by the Incas or building one or two more axemen we have available and warring the Indians for their Iron City.
 
OK, that looks like an interesting scenario to develop.

Suppose the best move looks like taking iron from the Indians in this scenario, so we need to go to war. Someone who is familiar with the Triumvirate setup should now post the steps of exactly what needs to be done to start a war, such as who starts a discussion, who decides we want war, are there any polls required, any pre-requisistes which must be met before a poll can be posted, etc.

  • How long will all of this take?
  • What do we do if someone doesn't post for a couple of days, does that derail the process?
  • What do the people not involved in this process, if not everyone is involved, do in the meantime?
  • Are all communications in the forum as public posts, or is there some behind the scenes action?
