I don't think you can judge the turn times for average users based on the LP's.
They were playing a reduced build that would have been streamlined and they will defiantly be playing on high end gaming rigs that will be way above recommended specs

You could take the same streamer, and compare their Civ 5 and Civ 6 streams, to at least get some idea of the comparative state it's in.
