Tweaking existing Civs

I decided I wanted to buff up Trajan in a mod in my first attempt at modding a Civ game (minus playing with other people's mods or changing things directly via base file edits) and seem to have run into a bit of a snag.I did my best with the .modinfo tutorial and used the Aztec DLC and one of the custom civs already up as a sort of reference on what to do (It was Punt, great addition to the game). I think I missed something, or several somethings, and I'm not too sure what it is.

My hope is to just add one or two things to Trajan (Military and Economy slots) and call it good without having to replace Trajan or Rome in their entirety. Here's the files for anyone willing to help me out. When I get it all figured out, I'll do a proper discussion/resource release.
 
I can get the mod to load, no problem, but the extras I gave Trajan don't appear, such as the extra policy slots when changing policy.
 
I suppose until that get squared away I'll have to resort to editing base files, unless we're supposed to take a page from the improvements patch and use update tags to add to/replace existing aspects of a civ.
 
Any chance any of you guys have any idea how to change scythias free second horse to maybe just 50% built ?
 
I think this thread should be moved to a more appropriate "Modding" section.
 
Since this is asking for help in working on something I'm not too sure what is more appropriate.
