Two problems.

1. Am I the only one who experiences lag spikes every few turns? Is it a game problem or is it graphics card needing upgraded? All of my settings are on low.

2. The world builder wont load for me. It stops at the logo screen. Any help?

Leave it for awhile. There is a big delay until the program loads.

The lag is the game autosaving. Odds are your HDD is the slowest part of your computer and everything is being bottlenecked by it. You can change how often the game autosaves in the game options.

Need to post some specs.

With no information, the autosave could be the issue. However, I'm running the game fine on a 2.5 year old Thinkpad with medium settings. I just have to wait a few extra seconds during later turns for the game to calculate all the opponents' moves.
