Playing as Turkey, I'm told to control a certain number of areas. I was able to conquer Baghdad with ease, and in my victory conditions screen, Baghdad is checked off. Next I try Cairo. I conquer every shred of Egyptian and Ethiopian lands, first through vassalization and then through outright conquest, and the game doesn't check off Cairo. Is there something I'm not doing right?

In DoC, Cairo is a defined region of nine tiles in north Egypt, centred on the city of Cairo in the 600AD scenario. When you mouse over these tiles, the word "Cairo" should appear in light blue in the bottom left of the screen, near the information on culture, defence bonus etc.

If this city is razed, or if you are playing the 3000BC scenario (which I guess you are) and it hasn't been founded, then you will need to either build the city, or ensure that your territory covers all nine of the squares that are defined as "Cairo". You can usually do that by getting Nwt-Rst, Jerusalem and a coastal Egyptian city to the second border pop at 100 culture.
 
I have all of those lands, and it still doesn't check it off. I'm wondering if it's a glitch.

I believe you need a city on one of those 9 tiles.
 
Why not incorporate provinces like in SoI?
I think it would solve a lot of problems and ambiguities, not to mention the culture problem.

Like iMuffin says, you probably need a city there. I know you don't need cities for the Eastern Med and Black Sea, but you must for the four cities.
