UI - Improved City View (Vox Populi with EUI)

In this mod's .modinfo file -- UI - Improved City View (Vox Populi EUI) (v 18).modinfo -- there is a mistaken entry in the <Dependency> section (line number 33) for minversion="17" which blocks the mod from being activated because the present value for (2) Vox Populi is version="16".

Recommend altering the value to minversion="15". This is one less than the present version number and is consistent with the other minversion values for the other parts of VP (one less than present value).

Edited line should be:
<Mod id="8411a7a8-dad3-4622-a18e-fcc18324c799" minversion="15" maxversion="999" title="(2) Vox Populi" />

Incompatible with 3.5.1: ICV v18 breaks my 3.5.1 installation. Disable (just) ICV, and I get a "normal" and working production list.

Ok, this is the version that's updated for VP 3.7.
There are some differences between this version and Enginseer's, notably some minor optimizations and removing unnecessary variables.

Yea. The last update for said file in VP was a month ago. So the latest version is still compatible.

I noticed some conflicts with the latest version of VP, especially with yelds gained in events. They are incompatible with numbers shown by this mod.
