UI - Overlay Unimproved Tiles

Adds an overlay to the SV map showing

• unimproved luxuries (anywhere in the empire)
• unimproved strategics (anywhere in the empire)
• improvable bonuses (within range of a city)
• improvable tiles (within range of a city)
• upgradable roads (when Railroad researched)
