UN Duscussion the Rule Set

There were two issues that I think should be modified from the last ruleset:

Refugees being able to share their knowledge, and city-gifting.

As for the first, it is perfectly reasonable that a person from an eliminated team migrate to a surviving team, with the memory of his former 'life' intact. But as he was forced to flee a burning city, he clearly has no possessions: no photo albums, no maps, no documents; nothing but his memories.

He should be free to share his recollections with his new compatriots, as this will add another element to conuest: wooing the refugees!

As for City - Gifting, I see no compelling reason why one civ may not gift a city that's about to fall to a third civ. That third civ may not want the added risk of a far-off town; the gifting civ should at least be able to make the offer. I don't know why this rule was in the last rule-set, but I felt very strongly that it tied KISS's hands in an unfair manner. After all, city - gifting is an element programmed into the game. Why should we not be allowed to use it?
 
I agree with the first thing about Refugees however their previous team's Forum should be locked to them.

ie. Their cannot be dual citizenship in this game.

City gifting also tied our hands when we tried to get an isolated Lux in the middle of the owner's enemy's territory (had to think about the hyphenation in that one)

2. Do we want to move contact trading (in-game) to Writing?

3. Do we want to allow directions from the beginning, or should directions/maps/screenshots/descriptions collectively be prohibited until Map Making?
