Unable to start researching tech

I'm having a problem where some times when I start a new game, I am unable to research technologies.

All of the tech trees show all of my available options as 1 turn away.

The problem is that the one turn never comes and it stays always showing whatever tech I choose at 1 turn away from completion.

Anyone know why this is? It does not happen all the time, but almost always happens when I load up a MOD.

does this happen in the unmodded game?
does this happen in mods that come with the game or only in downloaded mods?
what mods?

This does happen in the normal game.

I am playing fall from heaven 2, which seems to do it a lot.

I've not tried it with other scenarios. Once the game starts and the tech tree is working, it does not do it again. Only on the first turn after you build your city when it asks you to select your first technology to start learning.
