That depends.

If the computer died and not the Hard Drive then it would be easy. All that would be needed is an external Hard Drive Adapter or something comparable. Then you could just extract the HD from old dead PC and plug it into your new PC and browse the now external HD like you normally would. You could also just install the the functioning HD from your old PC into your new one if you have a free SATA plug on your motherboard.

If however it is because the HD died, which can be a great variety of reasons of exactly why, than it is still possible to get the files from the 'dead' HD. It would require the external Hard Drive Adapter or something comparable as well as a program to do a "dive and recovery" into your broken HD.

If it isn't TOO badly damaged then you might be able to get your files back. But it will take an absurd amount of time to do. Some of the recovery programs let you narrow down where exactly on the HD should be recovered, while others try to recover the entire drive.

But its not much to do when we're talking about a civ IV save.

The computer will not startup, and I really don't want to go through trying to fix it.
However, a DoC/RAND reboot might be in order.
