I just got BtS and downloaded the new FFH, and thought that joining the Undercouncil sounded like it would be fun. Unfortunately, no one else in my game can join it. It isn't an option in diplomacy, and no one (even w/ Council as state religion) is converting. It seems like everybody's preference is "No membership." Does that mean I can never get them to join?

They have to have the tech requirement and can't be good. As far as I know, those are the only requirements.

if you want others to join gift them the required tech, (i think its deception) then they should join unless they are good

If you research Deception, you'll get a Nightwatch, which can spread the religion in a city for money.
The only problem is that another AI might be able to attack and kill your Nightwatch, if you research the Tech yourself, before you can even move or spread the religion, which happened to me in my last game :(

actually I think the tech is way of the wicked.

No, you need deception for undercouncil and honor for overcouncil.

@Mika: you probably forgot to declare nationality as soon as you got the nightwatch. I'm pretty sure that since you get him at the beginning of YOUR turn, the AI can't kill it if you declare nationality right away. maybe it would be better if he started normal and had the ability to get HN actually... that's something you should ask the developers for ;)

@Chip: sorry, I forgot that I'm playing FF and that has been changes there :D

The Nightwatch spread the Council of Esus religion. The Undercouncil is a UN style group for Neutral/Evil civs who are in opposition to the Overcouncil (Neutral/Good civs).

There is a nice synchrinicity to CofE and Undercouncil, but they do not neccessarily go hand in hand

It's Way of the Wicked for Fall Further, which has many agnostic civs that cannot research Deception or Honor. Putting it at Way of the Wicked allows those to research the tech and join the council.

Overcouncil is also with Way of the Wise.

@Gekko: Wrong again...
When you research Deception yourself, you get the Nightwatch at the end of your round or "between rounds", which allows the AI to see and attack the unit in its turn, before you have even the chance to move or use the unit in order to remove HN or spread Esus.
Only trading the tech, gives you the unit right away, while it is your turn.

I see. well then this is definitely something that could use a slight fix, cuz it sucks to get a free unit and see him slaughtered right away :D

Overcouncil is much worse than Undercouncil.

They only banned some kind of useful mana like death or entropy mana.

Undercouncil make your game friendly with smugglers port or nightwatch :)

Another issue with the councils that I can't seem to figure out. Is there a way to propose resolutions and stuff like the UN screen, or do you have to wait for it to randomly pop up a window asking if I want to make a resolution?

Anyone else find the Undercouncil about a hundred times better than the overcouncil? I hate playing the overcouncil because the proposals just seem like a list of self-imposed penalties.

Yeah. Overcouncil could use more resolutions akin to that smuggling ports one, or gaining a free great person.

Yeah, they would be. (Are you going to change the set up so that any resolution can be a prereq for a spell? That would be very nice.)

Would it be too much to let Overcouncil civs recruit Radiant Guards?

I'm thinking the Undercouncil should also b able to ban Sun, Law, and Spirit Mana.

I'd be more inclined to make it a prereq for a promotion, then the promotion can be a prereq for the spell (I tend to be inclined to make everything either a building or a promotion field, which can then be slotted in where appropriate for the current desired effect). But right now, my intentions for much of anything are fairly minimal. The codebase right now is quite flexible and my schedule is not :)
