Undercouncil?

I think Senethro pretty much said it. Also, giving the Undercouncil banning options would go against Kael's stated intent for the council; it's supposed to be a council that only allows things, never bans them.

That said, the Overcouncil needs to think of more useful things to ban than some of the best mana types in the game. In my opinion the only non-war use of the the overcouncil is to get Public Healers without having to research the tech for it. :)
 
HeHe, so Undercouncil is peacelove-society and Overcouncil prefer War`nBloods? :D Sadly it is true - in my last game as Kuriotates, overcouncil was just like a great sword against my enemys (and allys too). For egzample - when Khazad declared war on me, I send all members of overcouncil to fight against them, when Tasunke destroyed khazad and got all of their cities, I pay him to attack Capria (overcouncil too), then when vote come, I voted for canceled all the deals with Tasunke, and attacked him :)

When you research Deception yourself, you get the Nightwatch at the end of your round or "between rounds", which allows the AI to see and attack the unit in its turn

Mika's right, that's happened to me before now, bloody annoying if you ask me :rolleyes:
 
The overcouncil also grants diplomatic bonuses to it's members discouraging them from warring. There's some positive events to it as well (we here at the overcouncil thought you could use some troops...). I like both as they are, the undercouncil is good for being power hungry sneaky and unfriendly while the overcouncil is all hugs and not letting you be bad.
 
I'm thinking the Undercouncil should also b able to ban Sun, Law, and Spirit Mana.

But the Calabim use law mana...

I joined the Overcouncil, because I could, and was good, and found that it had already outlawed shadow mana. I don't join overcouncil anymore :)

I always join undercouncil, if I am neutral or evil.

If you want a downside for undercouncil, I would limit it to outlawing Sun (not the others). And overcouncil should only outlaw Shadow.
 
I think rather than removing the bans, make some better positive resolutions too. Like a Building that gives +2 exp and +25% military production, or maybe + science...
 
Currently I do not see a downside to being Undercouncil just a different set of options. How about instead of doing bans or making members do the happy dance why not have an event where there is a chance your membership can be discovered...after all being a member of the undercouncil is not something people publicly disclose right? Something like:

Your minister of security bursts into the room. Sire! A wretched spy has escaped with a copy of the latest council cipher, if news gets out we possess it it could adversely affect our diplomatic relations!
1.) (do not have 100 gold) This is the price for failure, guards arrest the minister of security. (-x amount to relations with non-council members)
2.) (can pay 100 gold) Dispatch huntsmen to immediately to track him down. (event passes)
3.) (can pay 200 gold) Dispatch my master of assassins immediately, I want all parties to this killed...except for you of course! (event passes, gain assassin)
4.) (CoE) Hah, you have failed in your task dear ex-minister I provided the security hole, and you the treachery. Guards! (event passes)


Perhaps #1 could have a variable effect based off of the offended peoples alignment, whether or not the Undercouncil has passed slavery, insurgency etc.

Actually, I played a game a while back where I got the Overcouncil to vote to transfer ownership of nearby cities to me. I was playing as the Malakim and had adopted Empyrean and built the Empyrean hero, so I had 3 votes in the council, so was able to force a bunch of those resolutions through. Haven't done that in a long time, though.
 
The Overcouncil needs to have the option of UN-banning things. I joined the overcouncil, and before I could get elected head, two resolutions passed (I was one of two No votes on both) to ban types of mana that I want to use. I'm now the head of the council, so I can simply avoid proposing the other proposals to ban mana, but it would sure be nice to be able to undo the evil work of the first shoddy leader.
 
although I agree that it can be a pain to see the council ban a type of mana you want to see, I still think that fits the role perfectly and makes a lot of sense. if you want to mess with dark magic, you gotta accept that goody-goodies are not gonna like you. hence, don't join the overcouncil. I kinda agree that it could benefit from a couple buffs, but the mana banning makes perfect sense to me. after all, hyborem is coming. it's just normal that good guys are, to say the least, a little freaked out :lol:
