As stated above, Forest Scouts do not ignore terrain movement penalties like normal scouts. I think the free embarkation on them is fine, considering the Iroquois lived near lakes. Still, they need to ignore terrain movement penalties like normal scouts do.
Also, it's apparent from your first post that you don't understand apostrophe usage in English. We don't ever use apostrophes (') to pluralize words. For example, Chariot's should just be Chariots and Eagle's should just be Eagles. Apostrophes in English are used exclusively for possession or contraction, never anything else. Also, in your description of the Red Army, you say it "doubles it's movement" which is incorrect usage of an apostrophe as well. Its is the correct word, which is the possessive of it. It's is the contraction of it is, not a possessive.
Now with the error report and grammar lesson done, I thank you very much for this mod. I too felt that units and buildings weren't equal in power, and either way creating this helps to diversify the civilizations a little more, which is something I had wanted.
