Unit promotion "colleteral damage" not working properly

Hello

for the tank and modern armor units, the colleteral damage unit promotion has no effect - this is for both Warlords and BTS. It works fine in plain civ4 - Cannon type units it works fine for though.

kinda throws off my whole late era war strategie that it aint working - is it possible to manual fix this without activision?

this is a bug in the 3.17 patch for BtS (it should still work in warlords) - there is a fix available - but that so far is bugged as well (look for Solver's unofficial patch). The semi-official position of Firaxis seems to be that the barrage promotion should be removed from tanks altogether...
