hey I was think if there's any news about the zero wing plus here's the weapons their will be three weapons(Vulcan, laser and missile) and tractor beam as attack 2 in the zip reply if there's any news

Welcome to the Civ 3 modding community. As you can tell things move very slow these days. The game is 16 years old and aren't many people making graphics anymore.
I think you already have a thread for your request here there's no reason to make a new one.
My advice to you is if you want a unit, learn how to make one, there's several threads on how to do each step.

I don't know how to make units yet I always want to make units but I can't because my computer have no internet I guess someone need to do it for me but I have gimp but I wanted a 3D model of it? Can you help me

Try downloading Blender, its a free 3d model software. Or try using gimp to make the unit using sprites from the original game.

I can't speak for Delta, but I am a busy person, I make units or heads as a hobby. I'm happy to help out the community and take a requests from time to time, in fact even often enjoy looking at the requests, at least the historically based ones.
That being said your attitude comes off as very childish, no one here owes you anything. You made your request (which is fine), maybe someone will make it, maybe not. Spaming your request probably wont help, what might is adding something to the community. Reciprocity is one of the best ways to get favors done.
Maybe trying to make a unit you'll learn something new, or at least an appreciation of the effort and time it takes.
You said you don't have access to the internet, you are able post here though, I suggest downloading some image editing software and maybe Blender to a thumb drive or SD card and installing it on your computer.
Anyway, good look.
