I love using Universal Sufferage for a war buildup. I'll hold back on research for a few turns, buy a bunch of units, get everything back up to speed, then attack.
Forests? What are those? Oh, you mean those large clumps of trees. Yeah, we had those back in the stone age. Seriously, though, I think Leifmk gave some good advice both on civics and tile development. I usually use the same strategy he mentioned.
Using v1.52 I've rush-bought many wonders (both national and world). In my current game I triggered a golden age after I got the Kremlin and went nuts improving my economic base. This included rush-buying three wonders.
