Update on the Timeline for the 4UC Integration

At the next congress, we will have the opportunity to reopen any-and-all issues.
So if people want this China rework they are welcome to propose it. Note however someone does have to sponsor it -- this China change is very complicated, which is why it has been dropped.

Reason why I dropped it is AI compatibility. Teaching the AI to always treat Happiness as a good thing is easy. Teaching the AI, at every necessary intervention point, to balance itself between Very Unhappy and Happy is much more difficult.

We're currently running some tests and fixing the bugs we find. The first alpha version should be ready in a few days or maybe a week.

Hopefully new version -- which is probably first beta version -- in next one-to-two weeks.
Vast majority of AI runs on current version are completing so stability seems good, just need to address existing issues. Axatin would also like to make sure multiplayer stability is ok.
