I think you've been missing a few too many staff meetings though.
Up until the construction of the GL, GCA was behind both APO and us in technology. This move allows them to upgrade their spearmen to pikemen - a significant boost in protection against the APO Med Inf onslaught.
Also, depending on the tech level of our "friends" across the ocean, GCA may receive Chivalry before either APO or we can discover it ourselves. This means, that they can put 100% revenue into their treasury for upgrades and rush jobs (walls, etc) and simply wait for two others to get Chivalry so they can start pumping out War Elephants.
But you do bring up a good point - once they do get Chivalry - resource denial is pointless. Also, if APO gets Chivalry first, then we cannot get it from them or we give GCA the ability to produce their UU.
