What I really don't like is that, since the core gameplay element of every civ game is city specialization, puppets damage the most important part of the game.
They might build many military buildings in a city I'd rather have as science center. Should I give up my plans and make the best out of it or should I pay a hefty fine for the unused military buildings?
I hated it in civ4 when I went on conquest and the AI cities I captured where badly placed, so I had to raze them. I thought the new, more flexible tile usage (3 hexes away) would get rid of the problem. But now we have a new problem that could make razing and rebuiding better than capturing
Also, I hate decisions you can't undo in general (SPs are somewhere in the middle as they are now, so they're ok).
