Using Australian ability without DLC

So I'm working on a mod where one of the objectives is to decrease the amount of science in the game. I would like to rework the University so that it gives science based on the appeal of a tile (basically how the Australian ability works, but as a building, free science is bad). What I would like to know is how the ability works (What the xml looks like, so that I can copy and adjust it into my mod). So if someone could post the relevant xml that would great, thanks.
