Utopia project, what gives?

What is required to build the Utopia project, other than to have 5 culture projects?

5 completed social policy branches.

You can even complete conflicting branches, provided you complete one before entering anarchy and begin building the other.

I've done that. The problem happens when I try to build the project. It is not highlighted so that I can choose to build it. Like trying to build a battleship without having uranium.

Um, battleships don't require uranium... Or is that what you were getting at?

hover with the mouse over the utopia project in the city building list, stay over it and wait for a window to pop up, usually it will tell you why u cannot build it

Just a wild guess - but you did actually complete five entire policy branches didn't you? You didn't just open 5 of them? You need to unlock five branches and then buy all 5 policies in each branch that you unlock. In other words you need to get 30 policies altogether. Sorry if I'm barking up the wrong tree here though.

Another possibiliy option is that you are already building it in a different city. Puppets have been known to do that.

or, more likely, you've already won by some other method. I read a thread about somebody trying to launch a spaceship last month and he was upset that he couldn't load the spaceship pieces in his capital. come to find out he'd already won by UN.

As a last alternative, there's a bug related to first disabling some victory conditions, and then changing certain map settings; the bug itself disables all remaining victory conditions.
