When I was having money problems I went to the Financial Advisor to see why. It turns out I was paying 45% inflation. Has anyone else noticed this in 1.61?
47=45% of 105 (City Mantainance, 56, + Civic Upkeep, 49)
60% is not that unusual for the late industrial age to be honest, before or after 1.61. 47 gpt doesn't seem that much of a drag on your economy looking at the other numbers in the screenshot.
It just seems unrealistic to me. I can think of only a few periods in history that experienced that kind of inflation, and none for such an extended period of time.
I wouldn't put too much weight on the name "inflation". It's been made fairly clear that it's just a fudge factor put in for balance reasons, to ensure that maintenance costs increase throughout the game. It's not intended to model real life inflation, it's just a convienient name.

But the number isn't an "inflation per year" number or even per turn number. It's a number telling you how much the civic cost inflation has been since the beginning of your game.
So the cost is now 60% higher than it was 5000 years ago (for a same-sized empire). You're correct that such a low inflation is utterly unrealistic, though that's not really what you meant though.
