I just got defeated on turn 39 by a 6-8 war/2 archer Roman rush at emperor level. I had admittedly gone masonry->writing, missing the GL after only putting about two turns into it, so I finished archery the turn I was defeated.

When there are aggressive AIs nearby do you just have to get archery really really early and forego early wonders?

Secondly how did the AI have so many units at that turn?

I don't know about foregoing early Wonders, but archery early, yes. The upside is that if you hold, you'll wind up benefiting.

I think that as a militaristic civ, Rome starts with two archers. Could Rome crank out that 5 or more warriors in that space of time? I think so.
