VAE VICTIS: AN IOT SET IN REVOLUTIONARY FRANCE

It is the year of 1789. The antics of an incompetent King have finally grown too far on it's people. To be exact, the bourgeoisie, who for the longest time have been oppressed by the King, nobility and priests. The King, of course, was Louis XVI. The country - France.

It was a terrifying bloodshed, with murders rising up every day, as looting exploded everywhere. The songs of progress and equality were soon silenced by the sound of musket and the burning flames... It was a Revolution. Through all of France, the revolutionaries spread, eventually destroying all surviving relatives of the Bourbons who could claim the throne. This has shocked Europe - a literal witch-hunt for any and all Bourbons was something unseen. Even their eternal nemesis in the face of England, Austria and France felt angry when the last cousin of a cousin from the Bourbon line was executed to the loud cheers of the crowds.

And so, it began. The Great French Wars of Revolution, as it was later known, lasted for ten bloody years. Assaulted from all sides, in the end, despite all the victories, defenses and sacrifices, the revolution came to an end in 1799, with the treaty of Caux. That established the duke of Orleans, as the best claimant to the throne, as the King of France.

That wouldn't last long, however. A curious little book, somewhere around 150 pages, named simply "Napoleon Bonaparte", by the already distinguished Gilbert du Motier, Marquis de Lafayette. It told the story of a corporal from Corsica (now, sadly, independent entity), who through his skills in military rose through the ranks of the Continental Army, and soon, becoming its general. And the ruler of all France.

His soldiers marched through Europe. They were the boogeymen of Austria, England and Spain, the ones who made all counterrevolutionary elements quake in fear. It even was a wise tale of a man being beaten by it's own husk, as the Russian winter and the Cossacks destroying the so-so called "Grande Armee", and then, the sad defeat of France.

Be it fate, history, a malevolent God, but it soon became the most sought-after book in France. Where people couldn't afford food, they had a copy of "Napoleon Bonaparte". So, perhaps it was inevitable, that one day, in May, 1803 one Parisian man was.. what some might call "inspired", but others - "deluded", but we can't say, by the book. He had read it 7 times. He knew all the moments, and he could recite all of Napoleon's quotes by memory. His previous name did not matter. He knew that now, he was the man France needed.

Napoleon Bonaparte.

He rallied the people together - first in the poorer quarters, but then, all through Paris. It came as a surprise, and the government was forced to flee back all the way to Orleans, to where they came from. This, seemingly inconsequential event, had great impact through all of France. The existing authority and peace ceased, as new entities, some dead, and some brand-novel, took their place. But some, they weren't native, oh, no. They were Interventionists, and they were coming to tame the French Beast, once and forever. In the North, the English were trading blows with the revolutionary government, while the last surviving Bourbon from the Spanish line was racing through Southern France, to eliminate the unruly Orleanists and purge the revolutionary rabble in Paris.

Will you restore France, or forge a new realm? Or will you merely crush it, for all eternity? It's all up to YOU!

Beforehand, some general rules:

1. Do not flame, troll, or personally insult any other player. You may comment on their actions negatively if they are behaving badly, but don't take it further than that.
2. Stay on topic. Make sure all comments are relevant to the fictional world of the current IOT and have nothing to do with your personal religious/political beliefs.
3. The Game Thread is not a chat room. If a conversation is only relevant to a few players, then discuss it with those players themselves. Use Social Groups or visitor/private messaging to discuss diplomatic issues. Don’t spam.
4. No powergaming. By definition, powergaming is making your country surpass every other country by all terms including armed forces, technology, etc.
6. The GM is supreme. He reserves the right to change game rules, ignore or modify orders, impose restrictions on players, disband player nations, and so on.
7. Above all else, RESPECT THY FELLOW FORUMERS.
8. RP is temporary, and it’ll expire as turns pass. Keep that in mind.
9. No zeppelins. Or steamships. The first one to try this will have a series of unfortunate events, each cascading in its bizarreness and cruelness.
10. Turns are on a seasonal basis.
11. There’s no “win” condition, beyond, say, unifying France, or alternatively, killing France and claiming it as your own. The closest thing to winning is to survive to 1830. However, since the game starts in Autumn, 1803, this means approximately 89 updates. Since I doubt this game will live that far, you’ll probably not win. You set your own goals.
12. Numbers in the ruleset might be subject to change if it turns GM is bad at Maths. In other words, yes, they will.
13. War declarations are for turn 1. Please don't declare on turn 0, pretty please OK?

First off, this IOT will have two maps, but worry not. Only one of them is confusing.

The map, which I'll call for short, "domestic", is a mess, as you can see. However, with some simple guidelines, it'll be far clearer. So!

But what do all these colours mean? Simple. Blue is for ports, red is for military districts, and white is for cities. What do those do? Well...

  1. Ports increase your income. That is, if you have enough of them. One port nets you +1 to your income from all cities! Capturing ports during a military campaign also increases your troop's morale temporarily. Unfortunately, ports are fairly rare, and not everyone can have them...
  2. Cities, they ACTUALLY give you income. Owning one port gives you almost nothing, but if you have one city, you gain income. The baseline income from cities is 3 livres (the way the income is going to be called.). It might decrease or increase based on expansion.
  3. Militay Districts are the most important for those of you warmongers, and by their limited nature, the most contested. From there, you recruit your troops. They expend -5 livres each turn. You can convert a city into a military district for 50 livres.

Economics:

Cities provide you with cash. But what can you spend it on? Well...

  • The always trendy decision of spending it on military. There's upkeep involved, and if you start losing battles a lot, you'll have one hell of a bandit problem. More on that further on in the ruleset.
  • Infrastructure. Due to the enormous amount of tiny little provinces whose names I do not know, as opposed to neat provinces representing a singular region, I found it easier to make another category named simply, Infrastructure. You can invest your livres into the following categories:

  1. Military: Unlike the method above, this doesn't represent creating units, but rather, is an advancement in military sciences, with new doctrines, weapons, and tactics. With every advancement in Military, you gain more morale, and your units generally hit stronger. Note however that, having higher Military might result into higher upkeep for your units, as new recruits might not be fit for the new tactics and weapons.
  2. Culture: Artsy business that is very important for your stability. Having low Culture means slower recovery of stability, and easier loss of established such; furthermore, if someone takes over a province whose owner had low Culture level, he'll have way lower Revolt RIsk, and vice-versa. Affects morale of units, as well.
  3. Economy: Truly the lifeblood of civilization, economy affects how much you gain from your cities. It's rather smart that you invest a decent buck into that, as all great nations rose and fell precisely due to it. That doesn't mean that you should spam it, as having lots of cash but low stability or crappy army will backfire into your face and enrichen your foe.
  4. Stability: The health of your realm. Ranges from 0% to 100%, and unlike other infrastructure isn't static and can be affected by anything. If it goes below 50%, fleeing troops will resort to banditry. On the other hand, if your stability is above 50%, they will fight better and won't pillage the countryside.

Several notes on Infrastructure: The cost in livres to upgrade infrastructure increases as the level increases. Levels 1 through 5 cost 1 livre each, levels 6 through 10 costs 2 each, and so forth. Note that levels 1-4, or 6-9 don't give any actual benefits, and are merely inbetween. Also, if you happen to conquer an entire region (on region-province difference, soon..), it will HAVE DIFFERENT INFRASTRUCTURE THAN YOURS.

That would mean the following:
1-5: 1 livre each, to a total of 5 livres
6-10: 2 livre each, to a total of 10 livres
11- 20: 3 livre each, to a total of 27 livres

With the slow breakdown of the any semblance of order in France, new regimes popped up overnight. They assumed various ideologies, and those listed below shouldn't be considered "absolute" and be a total ruler of your diplomacy. Still, NPCs with different ideologies will fight between each other, and if you have a different ideology than that of the NPC, they'll be less than reluctant to conduct diplomacy with you. Declaring a war against a NPC/player with the same ideology as yours is highly unadvised, as it might result into a stability loss. Then again, if you play your cards right... Anyway:




Revolutionaries: Bolstered initially by the success of the Revolution, despite the "betrayal' done by the original Revolution in the face of the Treaty of Caux, they have found new strength in the Lafayette's book, which is now their Bible, in which the fictional character Napoleon Bonaparte is a primer of the Revolutionary Man. They are more prevalent in more urbanised places as opposed to rural territories, and would have a greater success there.

Special Power:
Levee en Masee: From each CITY 2 infantry and 1 cavalry divisions are spawned. Use in emergencies, as the cities pay only baseline income, and the upkeep costs of military are only halved. You can specify how much the levee en masse can last, from 1-3 turns. You can also dismiss levies. Note that cooldown increases and decreases depending on how much you used them for. 1 turn = 3 turns cooldown, 2 turns = 6 turns CD, 3 turns = 9 turns CD.


Reactionaries: The nobility was from the day one the greatest enemy from the Revolution. The mass executions of the Bourbon family turned many of the nobles, even the ones that were willing to support it. In no way however limited to solely nobility; many of the so-so called Reactionaries are merely self-styled "nobles" who are military commanders benefitting from the vacuum of power.


Special Power:
Rural Support: For centuries, the royalty has owned these lands. Therefore, once they took control of their rightful lands from the godless Revolutionaries, the transition was relatively peaceful. Relatively being the key word. This results in increased stability and morale, especially when defending your starting area. Furthermore, events might give you foreign support, but only if you’re winning!


Interventionists: In the beginning, after the treaty of Caux, the only foreign presence that was deemed legal was that of the British Expeditionary Forces. However, with the collapse of order, foreigners have seized many border cities and created their own states there. NOTE THAT FOR INTERVENTIONISTS YOUR HOMELAND MUST BORDER FRANCE.


Special Power:
IF Naval oriented homeland:
Total Blockade: For one turn, you can ask your homeland to send an armada of ships to blockade all ports of the said state, which results into them not giving their economical benefits, and all cities giving baseline income.

IF Land oriented homeland:
Enthusiasm: From the homeland, thousands of recruits surge to your cause. They will have high morale for one turn, but it will lower with subsequent turns.


Particularists: In some places, however, they didn’t want neither their old royal masters, neither the new Enlightenment upstarts. They wanted their own self-rule within the nation, by their own, for their own. As such, they’ll vehemently oppose all factions.

Special Power
For the Homeland!: When defending the starting region you pick up, you gain a large boost to morale, and when defending it, you gain no stability loss or bandits there. Furthermore, your units cost no upkeep. NOTE IT WORKS ONLY IN THE STARTING REGION.

Special Powers have a cooldown of 3 turns.

And here, we come to the meat of the IOT, so as to speak. When diplomacy fails, bribes don’t do, or when you want to charge in with the cavalry as you slaughter (relatively) innocent people in a terrifying bloodshed.

Each unit has two stats: Attack and Morale. Attack determines how hard your units hit, while morale is a bit more specific. It affects for how long your troops will stand ground, and how much until they start running away. Generally, a majority of your casualties won’t be actually killed, but rather, they’ll desert and become bandits. Morale can counteract that. Both can be increased by spending livres into the Military infrastructure.

Let us start with the units.

  1. Infantry: Tactics during the Revolutionary Wars have moved at a quick pace. That for the most part stemmed due to the great increase of people involved in the military; with frequent levee en masse, army numbers grew quickly in all countries. Many of the infantry were conscripts, and as such, prone to break if pressured hard enough. They are generally good at offence and defence. Costs 5 livres, upkeep is 1 livres
  2. Cavalry: During the Revolutionary Wars, the cavalry was used for reconnaissance, patrols, but in general, for shock attacks, while the infantry follows behind. Extremely effective against intercepting units on the march, they’re fast, but rather costly, and if met with a more disciplined and numerous unit, can be easily devastated. Better at attack than defence, as using for the latter can have curious, if unpredictable consequences. Costs 10 livres, upkeep is 2 livres
  3. Artillery: The “queen” of the Revolutionary Wars, so as to speak, artillery had made many and great advances during this period. No longer merely used as a support to infantry, it is now often used as a way to create a spearhead for which the cavalry can swoop in, followed by the infantry, and in the end of the day, winning the day. It is a very strong weapon, suitable for both attack and defence, provided cavalry doesn't get to it. Costs 15 livres, upkeep is 3 livres

Bandits: They’re real nasty, and for the most part, were your own troops just a turn ago. Basically, they’ll rob nearby cities, reducing their income to baseline. Depending on stability, they might be either a mild nuisance, or a nation-ending disaster. Especially so after a large battle - losing battles is bad for your stability, and that combined with bandits swarming your countryside could end badly for you. Morale and stability can counter that.

Regions =/= Provinces.

Thanks SK, I resisted to believe that the regions in this game were in fact, the actual french regions.

History:

Unlike the rest of the continental powers, Savoy remains fresh and unblooded. yet inexperienced. When the King of Savoy decided to take part in the slaughter of France, he turned to his closest friend, the Duke Augustus de Medici, nicknamed the Snow Leopard for his campaigns in Switzerland in his youth.

The Snow Leopard decided to take only volunteers, who would fight harder and wouldnt dare surrender. Therefore he set about recruiting the bravest of Savoy. For a full 6 months he labored, recruiting and training, until he felt his legion was sufficient.

And with that they poured west, looking forward to looting the once rich land and claiming territory for Savoy. Their methods were harsh, the battles fierce, and the food wasnt all that great, however they stand ready and determined to continue on for the glory of his majesty, but more importantly in the name of their leader, Duke Augustus!
