Vatican requires 120 influence to ally?

Hi all:

I've looked everwhere for an answer to this question, but I've been left empty-handed.

In my current game, I completed a quest for Vatican City and got a boost of influence. Since I'm going for a diplomatic win, I thought I'd give them some gold so I'd have another ally. Once I reached 60 influence, nothing happened. It ended up taking 120 to finally have them as an ally. A friend of mine verified this in his own game also.

The question I have is... why? Is it strictly because they are a "major" religious city? If your goal isn't particularly to excel at the religion aspect, would there be any reason to fuss over having the Vatican as an ally?

This hasn't happened with me; I've held them as an ally for the majority of the late-game once with them in the 80-90 range most of the time.

Check to make sure that they don't aleady have an ally; if they do, then you need to pass 120 to supplant them. If that's not the case, this could be a bug.
 
Also confirmed from me. I met the Vatican, and they are NOT allied to anyone, and I can give a 1000 gold donation to gain 75 influence, which puts me at 'allied' status. The tooltip says I have 75/60 influence, so the Vatican is just a regular city state.
 
probably a glitch. I have similar thing happened, but on Yelatta
 
This should only happen if there is the city state already has another ally, as PeaceMongerer mentions. To check this, go into the city state's screen and see if there is another civ's icon there. If you hover over it, a tooltip will come up telling you how much influence you need to displace them as the ally.

Or if the CS was angry with you before. It then also takes more INF to gain Ally status.
