CARACAS, Nov 15 (Reuters) - Venezuela's President Hugo Chavez says he will join a team of Cuban scientists on flights to "bomb clouds" to create rain amid a severe drought that has aroused public anger due to water and electricity rationing.

Chavez, who has asked Venezuelans to take three-minute showers to save water, said the Cubans had arrived in Venezuela and were preparing to fly specially equipped aircraft above the Orinoco river.

"I'm going in a plane; any cloud that crosses me, I'll zap it so that it rains," Chavez said at a ceremony late on Saturday with family members of five Cubans convicted of spying in the United States.

Many countries have programs aimed at altering weather patterns, commonly known as cloud seeding, although the effectiveness of such techniques is disputed.

Firing silver iodine at clouds is one common method. China uses rockets loaded with the chemical to spur rainfall in arid regions. Chavez did not say what technology the Cubans will use.

Venezuela has suffered water and electricity shortages this month after a drought caused by the El Nino weather phenomenon led to critically low water levels at several reservoirs in the oil-exporting nation.

The government has been criticized for poor planning after it was forced to impose strict water rationing in the capital Caracas and power rationing in other parts of the country.

Venezuela produces much of its electricity from hydroelectric projects, including the giant El Guri dam close to the Orinoco.

Chavez provides Cuba with subsidized oil and is a close friend of the communist island's former leader Fidel Castro.

Chavez said Castro was in excellent health and invited the Cuban to participate in a trade conference he is hosting next month in Havana. Castro has not been seen in public since undergoing intestinal surgery in 2006.

Long-standing tensions between the South American neighbors have worsened in recent months over Colombia's agreement to give the United States military more access to its bases — a deal that Chavez sees as a threat to Venezuela.

U.S. and Colombian officials say the agreement is necessary to help fight drug trafficking and rebels who benefit from the illegal trade.

Chavez claims the deal could allow the U.S. soldiers to launch a military offensive against Venezuela.

Brazil offered last week to help mediate between Caracas and Bogota.

Chavez said Sunday, "We don't accept mediation."

Is the any real hope of Venezuela's situation improving without cloud seeding? Note: El Nino is a 7 year cycle and it just started.

Does cloud seeding work? Can it save Venezuela from 7 years of El Nino?

Is it right to steal rain from neighboring countries?

The Orinoco now has a dam and a cloud seeding project. Soon, Russians will be there hunting for uranium (and eventually mining it). Is there any hope for the Orinoco's ecosystem?

Depending on wind patterns, it could be possible for Venezuela to steal much of Colombia's rain. It's like daming a river in the air.

Several programs in Texas resulted in what was concluded to be increased rainfall. The oldest program was started in 1971 by the Colorado River Municipal Water District. Their target area has been about 3,600 square miles in the upper Colorado River basin upstream from Spence Reservoir. The long-term results report a 34% increase above normal historic precipitation in the seeded areas (Jones, 1988, 1997). In 1986 the Southwest Cooperative Program (SWCP) was started as a cooperative effort between Oklahoma and Texas to randomly seed clouds over 5,000 square miles between Midland-Odessa and Lubbock. From 1986 to 1994, 93 seedings were performed and rainfall was compared with 90 non-seeded storm cells. The results indicated increased rainfall. Compared to the non-seeded cells, the seeded clouds increased in height by 7%, rainfall coverage increased by 43%, duration of storms increased 36%, and volume of rain increased 130% (Rosenfeld and Woodley, 1993).

In 1998 the Edwards Aquifer Authority set aside $500,000 for cloud-seeding and in July asked Governor George W. Bush to suspend the regulations requiring a state permit to conduct cloud seeding so they could begin a program immediately (4). The permit was tied up by protests of people living along creeks who feared that flooding would result; but it was eventually issued in October 1998 (5). The Authority gave assurances that no cloud-seeding would be conducted if severe storm warnings were issued, if storm clouds moved slowly and posed a flooding threat, or if storms continued to track over the same area. In January 1999 the Authority’s board approved a four year contract to conduct cloud seeding (6). The first scheduled effort on April 15, 1999 was canceled because there were no clouds (7), but their efforts are ongoing and it is hoped they will result in extra water for the Edwards.

I don't remember GWB rationing water in the capital and electricity elsewhere, or requesting everyone only shower for 3 minutes to save water.

Or proclaiming that he would personally fly up there and zap the clouds; that seems like a pretty desperate PR move to me.

When will people realize that socialism is a recipe for misery and catastrophe? How many shortages does it take before people are fed up? How much propaganda is needed to cover up the fact that the country is simply going to hell?

Chavez is to blame for bad weather?

Chavez the god of the Pacific ocean.

This isn't to say that I don't think that the Venezuelan government hasn't neglected many enviromental and public infrastructure policies, but that's not restricted to Chavez.
 
Oh, Lord, look's like we're going to have to admit Venezuela into Eastern Europe as well...
